“Iran has transferred 16.8 million doses of coronavirus vaccine. The transfers were made with the permission of OFAK through three banks in Turkey, Europe and one branch of the Bank of Iran.

Because those funds had to be converted into dollars and transferred to the Swiss bank in Europe.
